I would check with the system manager to see if it's on the list of approved radios. It may not have features the system requires.
XTS series is NOT TDMA capable. Also XTS series is being disconned by Motorola. All radios for MSWIN must be P25 Phase 2 (TDMA) capable. Yes there are a lot of FDMA only radios still on the system, but all new radios will have to be able to do TDMA. Notice they do not have to use TDMA, but must be capable of doing so. If your going to be using an Motorola on MSWIN, you will be running an APX. For full listing of what is allowable contact Rankin County's Department of Homeland Security/Emergency Management Agency communications director. You will have to get in touch with them anyway to have the MSWIN codeplug programmed into the radio. I know that the following are being used by agencies on MSWIN: Motorola APX series (6000's and 7000's for HT's), Tait TP9400's (TDMA upgradable), Kenwood TK-5410D's, Harris XG-15P, XG-25P, and the "Unity" XG-100P's. The biggest number being the APX's.
The only way any new users on MSWIN could get away with non TDMA compliant equipment is if they got clearance from the MWCC to do so. If they had been on the MSWIN already using FDMA only gear, they could get "grandfathered" in for an while. Last I read, all radios on the MSWIN were supposed to be TDMA compliant by January 2017. Thats not an FCC mandate, that was an MWCC mandate. But no matter what, you need to be talking to the guys in charge of Rankin County Public Safety Communications. They will have an list of what is allowable, and it would truly surprise me to see any non TDMA compliant radios being allowed for new users.

be TDMA capable or equipped.
3.2 Users operating TDMA capable devices, on MSWIN, must upgrade the
devices within 90 days of notification that MSWIN has initialized TDMA.
3.3. Users operating non-TDMA capable devices, on MSWIN, must contact the
MSWIN Liaison and cooperate in the development of a migration or usage plan
to minimize the capacity impact of the continued use of the non-TDMA devices
on the MSWIN system.
3.4 Users operating non-TDMA capable devices, with MSWIN special event talk
groups, for emergency or short term event interoperability, must contact the
MSWIN Liaison and agree to specific use guidelines."

As TDMA has begun usage and has been for some time, non TDMA radios are going to be hard to get approved.
