It may be a contributing factor. Especially when a local RadioShack has been selling who knows how many of them for years. A lot of agencies are looking for any excuse they can find to justify it. But that horse has been beaten to death here. Still really trying to figure out OP's point to this thread. I think we all knew motos were better receivers than scanners. But it appears he isn't coming back to chat.

Is encryption ever really the end result of rogue radios? From what I read here, sys admins readily brick those radios as part of normal daily operations and move on.
It could be. Why bother with looking for rogue radios when you can strap the system and be done wasting resources on finding and inhibiting rogue radios? My county did it when we left analog conventional and went to P25 trunking. Too many locals with access to cheap radios and free software who didn’t know how to properly set up an RX only frequency. That and there was always a few locals who would inevitably end up on the scene of something big just to see what was going on while they were listening to their $15.00 Butfang.

They are not illegal to own or program with the official Motorola software, but there are other issues. How are the code plugs going to be updated? Any error where transit is not inhibited will result in a dead radio if it transmits on any system frequency, and there are many hackers out there who can change settings with very little effort. I have programmed professional radios, and it is far more than just entering the data correctly, especially on newer systems.The programmers may not be typical RS clerks, but understanding a XTS 5000 is far beyond the average ham radio cps.

ok a challenge, get a hundred XTS5000's program them u;p and sell them to anyone that wants one, how far do you think you would get?

We know they aren't illegal to own. It's that whole part of the process (including NAS) where you NEED a system key. That can be had from the system admin or by using illegal stolen software (not the same as cps) from Motorola. Using a radio that doesn't require a piece of stolen software to program is fine to use to listen with as long as it can't affiliate. Since it appears to not only be a radio shack but also a radio shop may be they are using a legitimate system key they got from the local sys admin. But if that is happening I bet the admin would absolutely love to find that out.

He said the transmitter has been disabled so there is no way it can and try to affiliate. Having a system key that was generated by leaked software maybe illegal or maybe not. There is another way to scan a system without a system key. If the radio does not transmit who cares. Consider it a scanner now, obvisiouly not a $700 Uniden that has evrything but the kitchen sink but it works fantastic on a simulcast system. Kind of hard for a system admin to stun a radio that cannot transmit and be seen trying to affiliate. I am so glad the radio police are on this forum. Hopefully they taught you guys chapter 1, mind your own business at the acadamy.
