MPD units don't understand their radio system

So here I am 30 miles away from DC listening to some guys using one of the interagency (per the DB) channels, and these guys are amazed that they can hear each other. One guy is in the city someplace, the other in VA near the Pentagon and then working his way west on I-66. They seem to think that one channel is going to work better than another. It's quite amusing.
Can you hear me now?

Quite normal. Radio function outside of any protocol and codes is not something that is taught, so the only ones who will know anything about repeater -vs- simplex, or anything else like frequency, are those who enjoy the hobby... and than there are levels to that knowledge as well.
