Is it safe to assume that every county will have talkgroups allocated to it via EOC or 911 dispatch centers for interoperability between older county radios and talking to the state. What are counties going to do for MEPPS talking, there is new MEPPS digital but I am sure not every police cruiser will have the ability to talk on digital MEPPS. With this system are the days of old gone where a majority of MSP post traffic was dispatched by varying counties. How many departments does MPSCS want, from what I can tell based on the frequency listings there trying to get more than just DNR and State Police. Finally how much of this system can you monitor and with which scanner, are only pieces of it analog and some digital, but at any time could they flip a switch and make it all digital and thus unable to monitor.

The Michigan state system is entirely digital.

While in P25 trunking, "Smartzone Omnilink" analog, conventional channels can be patched into the system, they're converted to digital as a talkgroup.

The MPSCS(Michigan Public Safety Communications System) was designed to handle all public safety agencies. At least that was the thought from the beginning, that may have changed by now, even if it has not changed there are still a lot of departments that can not afford to join MPSCS, or just choose to fork out the money for their own system. ie..Oakland County,Allengan County etc......

The only "Analog" that I know of on the system is the I-CALL and I-TAC Channels, and those channels are in everyones radios. I have heard a couple of patched Analog talkgroups like Washtenaw County Sheriff which are one sided converstations(no dispatch)

No, but they can access certain talkgroups to do the same.

There is no MEPPS digital talkgroup.

No, it's still done by connecting the UHF/VHF/trunked (even ProVoice) channel to MPSCS via link. Plus cruisers still have the 'old' radios in the car.

They want as many as they can get -- more departments = more $$$.

If you check the talkgroup list here, you'll find MUCH more use than DNR & MSP.

As noted above - it is all digital and requires a Pro-96 or BCx96D scanner.
