Looks like an abbreviated message with mrt meaning maritimes .

My guess is they need a p96 file that would have seamless Police and Emergency Services coverage for a road trip from Ottawa , through Quebec, New Brunswick and finally PEI.

I have a demo version of Butel96, might be able to gear up a somthing for New Brunswick and PEI. But, it would help to know what route you're following. Mainly are you sticking to the Trans-Canada Hwy? Also, how soon would you need it?

let you know in few days hwy numbers but i think main route through quebec

Sending info in the form of a fleet map or bank channel assignments,
that will get you from PQ-NB border to PEI
