MSP Metro unit numbers

For those that monitor Detroit area MSP Metro, most cars identify using post and unit number, such as 21-225 and so on; but some cars identify using District numbers such as District-10 etc.

Anyone know the difference between a 21-### and a District-# car?

21xxx are troopers assigned to Post 21
District xx are troopers assigned to District 2 HQ in Taylor (special task forces, etc.)
