Anyone have a clue what this means? I heard it referenced a number of times yesterday on OPP Burlington talkgroup...

I know what OPP VIP is.. but MTO?? And yes, I am very certain they were saying MTO and VIP together.

Only a guess, but perhaps it is when the have a convoy of vehicles doing "rolling lane closures" to inhibit regular traffic and expedite the VIP through the congestion.
