(MTQ) Minister of Transport Question

Just wondering if it's true or not. I'm waiting on my P-25 scanner I just bought off of eBay but curious about something, we work with the MTQ on the highways in towing and one of them was saying that you cannot scan them anymore with the new radios they have. Does anyone know if a scanner will pick them up?

Oh, you will pick them up, only problem, they are now on the RENIR, who is a P25 system and all of their transmission are encrypted.... Why? fouille-moi! Because on certain new systems, like the Bell P25, police are encrypted but fire dept´s are not....
