Does each scanner need a dedicated discone or can multiple scanners share one discone? Are Receiver Multi-couplers the best way?

The answer depends on where you are.

If you use simple splitters, each scanner will receive less signal. About 3db (half) if you split 2 ways, 6-7 db (1/4) if you split 4 ways.

Do not attempt to just use T-connectors, you must use a splitter, or you will have interference between the scanners, and poor matching.

If you're in an urban setting, just using any outside antenna will probably overload your scanner's front end, and desense it, so a splitter/loss of signal may HELP your reception. Only testing can tell you that.

If you want 4 or more scanners using one antenna, you're probably best off using an amplified multi-coupler. NOT a high gain one, just one that has low noise, and gives maybe 1-2 db of gain on each output.
