Multiple Feeds in a County for Same Frequency?

Why would there be (or allowed to be) multiple feeds for the same exact frequency in a county? I noticed that our local county shows three separate fire department streams but they are all the same exact frequency (since they're dispatched by the same dispatchers on one frequency countywide). Says something about being hosted by eDispatches.com I think it was. Just seems unnecessary and, quite honestly, strange. Like they're trying to pad their feed numbers by listing multiple of the same exact thing and just calling it a different name. Is this normal??

I believe the primary purpose of eDispatches is to provide dispatch audio to volunteer firefighters on their phones. When a fire department partners with eDispatches, a Broadcastify feed apparently can be part of the package. I would guess the reason that three fire departments sharing the same frequency have three different feeds is simply because they are three independent departments that all made their own deals with eDispatches. I'm sure it has nothing to do with trying to pad the number of feeds for a county. Not sure what reward you would get from that anyway.

OK, if that's the case then I suppose it makes sense. However, they are all three the same feed (audio) but anyway.

EDIT: By checking their website, I guess they monitor the tones and then send the audio via email or text to the firefighters. Kind of how TwoToneDetect works. The feeds must just be standard feature for a subscription.
