That's because Uniden didn't have to wait for third parties to provide anything. They would work on UNIDEN'S schedule, not someone else's.

Related question, a little off topic. I recently purchased 996P2 and live in Harris County, Texas where 90% of the new City of Houston system is encrypted. on my BCD996 and BCD396 I will hear a little garble on encrypted channels and it will keep going, on this new 996P2 are the channels that it stops on and In hear NOTHING encrypted, or is this related to what this discussion is about? I will see it stop on channels and hear NO audio for several seconds or longer and was wondering if these are encrypted or is there a problem with this radio related to this discussion? I am new to the forums, sorry if I am a little out of order.

If you see it stop for several seconds on a P2 TG with no audio the latest FW "should" correct this.

Tried it multiple systems and the issue is now rectified.

I know this is second-hand, but I know 2 people that confirmed to me the 996P2 is fixed now also. I completely trust both of them.
