Muncie Police are on SAFE-T. I also have a 996 and pick them up fine.
How do you have them programmed? Would you be willing to let us see your file so we can possibly see where the problem is?

I’m not familiar with the ARC software I use Uiden’s on a 396 so I’m not sure how much this will help. The system type is Motorola 800 Type 2 standard. Use these frequencies for control channels 866.2250, 868.2625 and 8687.750. When scanning use ID search instead of ID scan. Unless there are major differences between the 996 and 396(and my memory is here) this should get you started. At least making sure you scanner works.

See Scanner Frequencies: Indiana Project Hoosier SAFE-T Trunking System, Statewide, Multi-State for talkgroup info. From what I understand on a 996 you need to set the type of talk groups analog, digital or both. Most of Muncie/Delaware County are analog. The 32xxx to 33xxx are analog the 38xxx are digital. Most of the digital are not being used or are low use right now. About a third of the analog are not in use or low use. I’d program all of them you never can tell when someone may pop up on them. I hope this makes sense.

All the ID's are already in the database. You don't need to worry about figuring them out.
