I was told that Pasadena, CA had encrypted and they were sued under the FOI act and turned off encryption.


Interesting. I am a 100 percent sure that who ever told you or where you got your information that this is TOTALLY INCORRECT.

Pasadena has not un-encrypted any of their traffic. There has never been in the history of public safety systems to where once they encrypt that they changed their mind and un-encrypted their traffic.

FOIA requests do not apply to live radio broadcasts, so as Fireboat stated, you were given 100% incorrect information about Pasadena PD.

There has been at least one instance of an agency reverting back to clear comms from encrypted, but I can't recall which department that was. It was discussed here a couple years ago. IIRC

It is possible that I misstated that the efforts of many were not because of a FOIA request, but that the PD didn't want the aggravation from the public. As the article (see attached link) states, their dispatch and car to car chatter is ITC, but Detectives are encrypted (which makes sense). I do not live within the footprint of Pasadena PD radio, so I can only opine as to what I have read, not experienced first hand.

My understanding is that Pasadena PD has a media access channel that broadcasts filtered and limited "calls" on an announcement channel. It in no way reflects the actual communications between officers and dispatch as it is only on the dispatch end. This is my understanding, however I may be wrong. Perhaps a local will chime in with clarification.

The article you referenced does not state that dispatch and car to car are ITC, but that the initial dispatch is clear only, with subsequent communications encrypted.

The Pasadena Media PD talkgroup is a joke. Its not even worth elaborating on.
