I am having trouble programing a new Pro 652 Radio Shack scanner. I am using WIN 500 to program this radio as well as a pro 197. On both radios after I download the frequencies from Radio Reference, I get no signal from any of the frequencies and when I go to the monitor mode on either radio it shows that all of the frequencies are muted. I have looked at both manuals and neither on has anything about mute, Does anyone know how to get the mute turned off on these radios?

I do not think that you can "mute" the channels or frequencies. I think what you are talking about is where it says muted while in monitor tab of Win500. If that is what you are talking about, I believe that only means the squelch ( white noise ) is muted when it is not recieving anything. When someone talks on a frequency that you have programmed, the mute button turns grey. Then back to black when the signal stops. Hope this helps.
The scanners will not receive any signals that will break the squelch for any trunked frequencies and the transmission antenna is less than a half a mile from my location.

Where does it say mute ? I looked in win 500 and dont see it anywhere....
The Win 500 program does not work well with Windows 10, I downloaded the GRE program from Radio Reference and that seems to have solved the problem.
Tanks to those that made suggestions, I was getting very frustrated.
