1 is Arlington County
3 is Metropolitan Washington Airports Authority
4 is Fairfax County
5 is Prince William
6 is Loudoun County
7 is Montgomery County
8 is Prince Georges

Fauquier FD has their channels numbered 11A, 11B, etc. And Culpeper uses 12A, 12B, etc. I guess they are unofficially part of the numbering scheme.
