With the impending creation of the MS Wireless Communications Commission.. thus the opening of the doors at last for a NEW Statewide TRS.... And the primary examples being Motorola systems....

Things look to be bright for statewide communications.

The only naysay of course being Jackson.... who as usual can't get the big picture and seem to think only of being different than everyone else.....

JPD is officially upgrading to Provoice on the existing M/A-Com EDACS system..... Again proving they don't care about interoperability, and just want to be differrent than everyone else even though even the Feds are now downing M/A-Com's trunking systems as not being P-25 compliant. Go figure.... the rest of MS will be moving to work together... While Jackson will again march to its own drummer into its own lil world....

you ain't seen nuthin until the pros from macom come in and start working the backroom. If all are on the same system, then no matter what system you have interoperability. Macom came in and stole the state of florida system away from motorola. They will stop at nothing to get the statewide system. I would say that macom has a slight edge on getting the system. This is based on politics not on how radio system work.

Hmm considering that the magority of MS systems are Motorola... the closest thing we have to TX's STARNet is also Motorola,... The magority of Statewide Systems are Motorola, the only APCO-P-25 TRS made is made by Motorola, even the Federal Government officially has worries about M/A-Com......Not to mention the biggest business partner that would get involved is Entergy MS..... And thier multi state system is again- Motorola.

The systems in place already as far as infrastructure for a 800 MHz TRS being Entergy's.... much like the old SCANA set up in SC, which led to the Palmetto 800.....

Its all pretty much in place and once the House passes thier part of this... and MWCC exists...

A lil homework and I can garuntee you within 3 years... Motorola will have a big write up about the contract they will get with MS.

Expect a TRS in beginning phases within 5 years tops. DPS already is itching to replace the ancient Lo Band for MHP.....

5 different systems in use by all the differring agencies... Its long overdue.

2 Different Sat Nets used by 3 agencies... An ancient Lo Band system that is failing more and more... 2 different Hi Band set ups that were designed back in the days when no one wanted to work together... And the small MDOC EDACS Provoice net that MDOC is NOT happy with at all.

Ask any MHP, MDOT Enforcement, MDWF&P Enforcement, MBI, MBN, what needs to be done- All give the same answer- MS Government needs to get thier thumb out thier butts and get one statewide system that everyone can work together on and will be compatable with communications standards nationwide.

I have been touting the idea for years, as have been many others in MS....
It looks like finally its happening.

The biggest winners in the eyes of MS legislators, and MS DPS were Louisianna, and South Carolina. Both Motorola 800 MHz Statewide Smartzones. Both tested during hurricanes, etc... Both stood the tests and work great.

The current infrastructure in trunking that already is in place-

City of Madison
City of Ridgeland's being built system.
Hinds County
Rankin County
Warren County
City of Vicksburg
Washington County
*All these PS systems will be linked*
*All these are Motorola 800*
*All these are in the central hub of the state*

Sure a few communities will have thier own EDACS, or LTR systems, but will all have links to the net. Utilising Motorola's ASTRO-25 Platform, this can all easily be done.

My only fear is the way the bill is witten, you have the higher-ups of state agencies or their designees on this board. These people have lost touch with what it is really like out in the field. You need more reps from the field who work in the dirt everyday. The biggest problem they are going to run into is money. About three years ago, there was an assessment tacked onto traffic tickets for wireless communications. It was like $2 or $3 for every guilty ticket. I wonder how much has been saved. Every municipality and county was to send their portion in. When they created this assessment, I don't remember reading that the state was was going to help those municipalities out when it came time to spend millions of dollars on radios. They need to get some mega bucks in place first before they start talking about what kind of system they need. It will be interesting to see how all this turns out.

According to my cousin who is on the Senate Appropriations Committee, the re will be a big chunk of HomeSec grants put into this in addition to the 22 million that we just got. The Commission will be made up of DPS Communications, MS's APCO Coordinator, an rep from Entergy MS, Senate Division Chairs for each state agency (my cousin also is chair for Wildlife), House Chairs for each division... and of course they will be talking to US Forestry, US Parks, FBI, DEA, FEMA, and all the "usual suspects" lol. He mentioned that there are hopes to have it set up based on the SC Palmetto 800, LATIE, and AR's systems.....

The sat nets would go into a backup status, and would still be used for interstate mutual aid for MEMA. (DEQ is about to be turned over to the Feds to run, so that would become thier problem) The Statewide Lo, and Hi nets would stay in place for Individual County/Municipal interop untill arrangements can be made for each SO/EOC to get whatever radios are used later on. Usage fee's would be set up for municipalities etc....

The Commission would most likely take about a year to do its thing, then would come the contract phase.. . Yeah you know M/A-Com will try to get in.. but with M/A-Com being blasted since they have yet to make a APCO-P-25 compatable/compliant TRS.... And the facts I mentioned above,... I do foresee Motorola doing the deed.

As for the lil surcharge on tickets that was implemented all those years ago- How do you think MEMA, and F&W got that nice sat net?

Anyway, this is all just now rolling, and its hinged upon the House not doing something stupid like tacking on a addition that Medicare has to be funbded before they will pass MWCC..... :roll:

You may want to read the link I posted to read the actual bill to see exactly who will be a part of this comittee, no federal people, just a bunch of state agency heads, or their designees. It's in black and white two posts up. You may want to check with you cousin.

2) The Wireless Communication Commission, hereafter referred to as the "commission," shall consist of the following:

(a) The Executive Director of the Department of Transportation or his designee;

(b) The Commissioner of Public Safety or his designee;

(c) The Executive Director of the Department of Public Health or his designee;

(d) The Executive Director of the Department of Information Technology Systems or his designee;

(e) The Executive Director of the Mississippi Emergency Management Agency or his designee;

(f) The Executive Director of the Mississippi Office of Homeland Security or his designee;

(g) The President of the Mississippi Sheriff's Association or his designee;

(h) The President of the Mississippi Association of Supervisors or his designee;

(i) The President of the Mississippi Municipal Association or his designee;

(j) The President of the Mississippi Association of Fire Chiefs or his designee; and

(k) The President of the Mississippi Association of Police Chiefs or his designee.

And for any reccommendation of the Commissin to get farther than he siad/se siad.. it will have to go through- The State Senate Committees, and the State House Committees.... Thus even if not "officcially listed" they ARE on it. You can't fart in MS Government without it being talked, voted, knocked, and revoted in a NEW format by the committees....Ask McReb.... he knows all about how the MS Political Machine works... From the inside.


Users that will be on propsed Statewide TRS-

Per implementation- Business Associations that will be invited to partner- Entergy MS.
Per implementation- Public Safety Agencies that will be users on any system implemented- FBI, DEA, US Customs, US HomeSec, USFS, US Park Police *NTNP*, All State Agencies, Any County SO/EOC, *possibly local municipalities*....

This is already in writing to be put in effect as soon as serious system planning occurs.

Not to mention- FUNDING- To get funding, after it hits the big twins in MS gov,.. It will be bounced to the US HomeSec for grants in addition to what we already have.... So again.... not "officially" listed as on the "Commission"... but a BIG part of it.
