I use a bunch of JottoDesk faceplates in my office builds, see:

They are simple to use, just use one as a template for the screw holes and center opening, making the center opening large enough to fit the radio and its mounting screws thru but small enough to be covered by the plate's flange. While I had custom 19-inch rack plates made if you are handy in the shop you can make them from metal or wood to fit your needs. One time I had made a panel for 6 radios from a street sign blank. I had a metal shop cut it to fit, cut the holes and powder-coat it for me.

These days I have the means to buy this stuff commercially, I get custom panels made for me by Novexcom, I also buy rack panels from Scanner Master and Alberta Radio Supply. I have some equipment on the way to Novexcomm right now to be fitted for a custom panel.

As for the cabinets, they too are easy to make if you are handy. A simple wooden box with angle bars to hold the faceplates works great. Of course you can spend the money and by the cabinets commercially, I get mine from www.audiorax.com
