when i try to hear a radio or a frequency like 93.5 or any other and i go to shortwave for example the 93.5 radio is in shortwave (see picture) and the frequency changes
when i go "up" in the frequency, and when i go above 200mhz appear like in the screenshot at 416mhz, the antenna can be near or far away from my computer but it gives the same effect on both ocasions, i hope someone can help me.

still there if you stop/play? SDR# was one of my favorites, I quit using it because when tuning up or down it would stay locked up in the frequency range it was in. if stop/play doesn't get rid of it you may need an fm filter.

are you changing to Direct sampling (Q branch) while tuning around hf/sw?

These units have poor filtering and rejection. My SDR has the same issue, you need the FM Band Cut filter.

when i go to other than quadrature sampling the shortwave the wave form keeps "jumping"1648772371601.png1648772378992.png1648772388403.png

What SDR are you using? Most of them gets overloaded easily and will then show mixing products of the original frequency in all sorts of frequency bands. At least use a FM trap filter and reduce gain in the SDR where you do not get overload issues.
