I already checked the WIKI and as my luck would have it, it's not listed. I have exhausted all my other sources as well. Anyone on list know who would be using 163.9500 NAC 173 in Southwestern PA..

Not all NAC's can be linked back to specific agencies w/o a little more monitoring.

163.9500 east of you in New England was FBI in the Analog Days
As of late only reported down in Hampton Roads as the input to an FIO with $653.

Is it ENC or CLR Traffic ?

The original transmissions were in the clear and were referencing weather conditions at "the airport" (location never mentioned). Later in the day transmissions were encrypted,

This frequency and NAC were logged during the 2009 G20 in Pittsburgh PA Fed Freqs - Pittsburgh PA Area 8/2009 (G20 summit related?) - The RadioReference.com Forums It appears that it hasn't been identified or at least I haven't been able to locate it
