I finally had a hit on what I had read here was a DHS/ICE simplex freq 164.9625. It came in strong and in the clear but it had a NAC of BA0 (that third character is a zero).
A quick search here came up negative for that NAC.
I have never seen a NAC like that. Any ideas?
I was listening on a bcd396xt.

9625 is not just DHS agencies.

Across the USA it's used by VA Hospitals, Postal Svc [80's/90's], USFS, USAF, Federal Interops and yes CBP and ICE.

What type of Traffic?

Traffic was a female voice saying "I'm going up to the door now" or something similar.
I listened for another 20 minutes but didn't hear anything else.

164.9625 Mhz--Very active

That frequency is very heavily used in South Florida by ICE/CBP--esp in the Palm Beach area.

The OP had never seen a NAC like that and so far nobody had mentioned it is a useable one. Why is that confusing?

Because the OP meant he's never seen anyone using it, not whether the NAC was valid for use as one.

No harm no foul.
