I will be traveling to Nags Head this weekend. I have a pro-94 scanner. Is the area alreadly digital or not?

No digital. Well, none you'll find useful at this point in the OBX radoio scheme. You can use the database to find the useful freqs. Be aware that the amateur community there is active in public service, as in many of the public safety and emergency services people are hams, and the 145.150 (131.8) Hatteras repeater will usually reflect that when something significant occurs on the island.
