looks like you're mostly out of luck. the RR database for Nampa, ID shows the PD is encrypted but fire is P25 phase 1 in the clear. the same is true for the Canyon County sheriff...all encrypted but county fire is in the clear. the state police tactical talk groups are encrpted but the rest are in the clear.
