I was just up there visiting and I was about to post the same thing. My grandfather lives in the town and said that lately there has been a lot of hullabuloo in the newspapers about poor radio discipline specifically with "confidential" information.
I was able to read the FD loud and clear, so it does seem they went to full time encryption on the dispatch talk group.
