Delays in complying with the narrow banding requirements are almost entirely attitude issues or budget issues. One can cut over virtually any PD in a day or so if you want to.
Large volunteer fire departments might be tough to do in a day, with two dozen mobiles, 40 portables and 100 or more Minitor pagers to reprogram..
It's not as if the FCC sprung this on everyone last week. There has been sufficient time for even large agencies to get their equipment done.
