There is a National Wildlife Refuge area near where I work in Stratford and I occasionally see a van parked in the area that has a National Fish and Wildlife emblem on the side. There is what looks like to be a VHF antenna on top. I put my scanner into close call but so far there was no transmission made while I was walking in the area when he is there.
Anyone have any possible frequencies they may be using?

The 25 Million $$ Question Bob.

USF&W moved off the VHF Low years ago and has been found in the VHF High area [Analog and P25] here in New England. But they don't talk much. Only lucked out in NH during last years Air Show [since it abuts the Base]

I would say try these:
162.1625
163.0750
164.0875
164.6250 - most common across USA
164.5750
169.7000
172.4000

Which Refuge?

Stratford Executive Park

"By 2000, SDC transferred 440 acres of undeveloped land to the Department of the Interior, creating the Great Meadows Marsh division of the Stewart B. McKinney National Wildlife Refuge, and constructed a 55,000 sf, high-ceiling facility at 350 Long Beach Boulevard. In 2001, SDC constructed its first facility on the West Campus, 600 Long Beach Boulevard. Within six months, this 78,900 sf, high-ceiling facility was 95% occupied."
