Also note: 90% of National Guard unit comms (truck to truck, unit to unit, and HT's) are strapped full time encryption. You will not hear any sensitive comms period. You may catch convoy security enroute, staging information, and sometimes some basic chatter. But actual ops are encrypted.

Many of the military Civil Support Units that are being deployed to various areas have been known to use the 380-400 MHz band for conventional P-25 operations. Encryption is a possibility, but not full time from what I have caught...

According to post in Scanner.Group.io mailing list FEMA is issuing Motorola APX401 radios which reportedly will tune any conventional or trunked system on the fly, including encrypted systems. FEMA reportedly has about 100,000 of these radios stockpiled and are being distributed throughout the US. The radios are not available for non-governmental sale.

Has anyone heard of this?

Pretty much all the Fed XTS's are now gone and replaced by APX's, BK's, etc... The support stuff is usually not encrypted, and the helos basic ops also again not encrypted. But any actual tactical operations, sensitive information is encrypted, and has been for a couple of years now. Here in IN they run with APX's, ranging from 401's, to 4000's, to 8000XE's as they operate on the SAFE-T, the Camp Atterbury TRS, the various other facilities in state conventional systems, as well as their own nets.

I heard a little traffic on the Palmetto 800 NG talk group Tuesday. Very brief. Sounded like it was truck to truck.

What is an APX401? Do you mean an APX4000?

NG has access to radios that will do 30-870 continuous, AM/FM/P25/etc. They can literally pop up anywhere if they start punching in frequencies. There are established national channel plans that include both VHF high band and UHF 380-420 conventional analog and P25 channels. They also have access to statewide trunked radio systems in many places.

and included all possible Encryption keys, loaded.

Imagine hearing P25 or AM in the F.M. Broadcast Band coming over a station and realize they are using the footprint of a large Commercial station to mask very short range tactical comms on a scene and you're close enough to pick them up o_Oo_O
