I was looking through the FCC database tonight and I kept coming across several NC DEM licenses. There were at least 5 sites per county that I checked and it was all the same frequence (169.5000 MHz). Is this a statewide repeater network, because there were several Fixed Bases on mountains and kind of close together. Has anyone heard communications on this frequency or do they know the story/use behind it?

This is the radio system that transmits water level data from streams / rivers / lakes back to NOAA and the NWS. These monitors are used to issue flood watches and warnings, as well as project longer-term water level conditions.
Hmmm, so what's with the tie to the Div of EM?
Because emergency management is interested in knowing water levels, that's part of their job to deal with flooding.
