Lately I am hearing some sort of Digital XMSN on 151.385.

This is NC Forest Service District 10 Tac3.

I don't know if this is NCFS, or some other agency .

Anybody have any idea what or who this is ?
What kind of XMSN this is?

While NCFS has been selectively testing P25 for a few years now, I believe you're actually hearing a voice channel off the Apple Orchard Mtn site on VA STARS.

Yeah, that's probably right. the signal I hear is very weak.
