NC Viper Information

I am looking for the following NC VIPER system information:

1. Point(s) of contact for the administration of the NC VIPER system.
2. User manual for the Motorola XTL-2500 radio. I could only find a detailed service manual PDF on the web.
3. Some general info on how the VIPER system works.

Appreciate any help.

1. Usually you point of contact will be your county's EM Director or 911 Director. They are the ones that issue radio id's and they contact NCSHP NOC to activate it.
2. I'll have to look and see what I have.
3. It's a statewide communications system meant for interoperability. Some areas use it full time, others (like mine) use it as back up or secondary communications. ( I usually use VIPER over VHF since the channels are patched full time and better coverage). If you have any other questions, I'll try my best to answer.

You probably won't have much luck if you're trying to activate the XTL2500 since it is not Phase II/TDMA capable. Phase II capabilities have been required for new activations for two years now. See the link below for further.


cjross pretty much nailed everything else. Reach out to your county point of contact, they should be able to answer most questions and if not they know who to reach out to at the state level.

Sorry for forgetting the part about trying to activate XTS/XTL series radios. From what I understand it’s on a case by case basis and supposed to be temporary. Also forgot to add only department heads (or their assigned designee’s) are the only ones allowed to request a radio to be added to the network.

After a recent conversation with local VIPER Key Holder and someone with VIPER in Raleigh, radios not capable of TDMA configuration will not be approved as an add on unit unless they are currently in service. In addition, a radio shop tech who does all the organizations VIPER work advised me that unless the radio is owned by the requesting organization it will not be allowed on system for any reason. Unless you need to communicate you are better off having someone program non-affiliate scan capability in the radio until Phase II starts.

that is correct. I can’t even get changed to IDs that are on non TDMA radios anymore through the state. Also posted earlier, each county has their over “viper person” in charge of assigning IDs and managing them. For my county we have a hired person just to do it and then each department has a POC that communicates with him directly for our radio ID requests and reprogramming. You would need to find that person.
