Basically, NCSHP got a real CAD (Motorola P1) and new mobiles in their cars

NC SHP, Unimpeded by progress since its founding.

SHP had a very old CAD system and for years, found it difficult to fund a new one. Once they did, they upgraded to new CAD and 911. So for them, it's a big deal.
