NCSHP Troops/Districts

Do the Districts have to be on individual 'systems' or, can the C-CH be assigned to the Troops?
I'm confused what you are asking. All the districts and troops in the state are on on "system", the VIPER system that is statewide and all channels have access to every tower in the state.

I know about the towers (y) , but. I was wondering if it was possible to program them in the scanner, at the Troop level(A-H), instead of the District level(I-VII).

Yes, by individual talkgroup. Each SHP Troop is assigned a dispatch talkgroup, as well as several other special-purpose talkgroups. See the SHP listing in the database.

They can be programmed however you like, as long as the TGID’s are correct and the site frequencies are correct. How you organize it in the scanner isn’t going to matter. Pretty sure they’re already in the Troop format in the RRDB
