What were they doing tonight, 'calling' all the counties in the state?

Many agencies do weekly/monthly tests of the VIPER network, what you heard was a test of the Statewide Call talkgroup (not NCSHP) by Emergency Management. The NC Public Health Service does it weekly on one of their TGs, usually in the morning. I've also heard the NCDPS Prisons do them from time to time, but not on any schedule.

Ah, I thought it was some sort of test. I just wasn't sure.
