Well you're in luck, because there is no NDOT it's only NDOR. NDOR does not do anything with airports only roads. The frequencies, last time I checked were in the low band like 47.XXXX but my guess is the road crews could be using just about anything from GMRS/MURS/FRS.

I wonder if they're going to be a part of the statewide TRS when it goes fully online.

I seem to recall seeing somewhere, that when it is all complete that NDOR will be on the statewide system as well. This makes me wonder if corrections will switch to the new system or stay on their existing VHF communications.

NSP, NDOR, DOC, game and parks, NEMA and other state agencies will be using the statewide system.
The current NDOR frequencies are in the database.
