NE DOR Frequencies

Does anyone know what the frequencies are NEDOR [Dept Of Roads] between Norfolk & Madison. I programmed my scanner w/ the ones listed in the "RR updates" under NE. But no transmission. Are they TRUNKED if so are the on Norfolk's TRS? and the tg's if any.
