Need a better streaming solution for my own use

I have 2 scanners and a shortwave receiver (PSR-600, Pro-2006 and RX-320), all of which I use remotely via computer control.

I use Win500 for the PSR600, but have some issues with the audio, so I don't always use it to stream.
The Pro-2006 uses DOS and Probe, and Windows with Butel EasyStream to stream the audio.
The RX320 uses several windows programs for control, and EasyStream for the audio

I'm not that happy with EazyStream (I have a number of issues, and apparently it's no longer being developed) so I'm looking for something better.

Requirements are:

Support multiple copies running with multiple ports and multiple sound cards on one computer.
Windows or Linux
Less than 1-3 seconds delay.

Nice to haves:
Windows Mobile client
Blackberry client

So, any suggestions?
