Need a double check on this frequency

Over the last few days I have been monitoring activity on 153.9725 NFM PL 198.2. Radio traffic on the frequency sounds like traffic and parking enforcement during the morning hours aprox 7AM to Noon. It's definitely low power portables / mobiles - unit to unit - No base or repeater. I suspect it's tactical communications. The street's and addresses when mentioned appear to be in the city of Clifton.
Frequency is currently licensed to Wharton and Sea Bright NJ both low power. So I doubt its them and their streets do not correspond with Clifton.
Also 2 agencies NY state are just too far away to be of a concern. (Ducting not withstanding)
Just want verification before I add it to the data base.

Think you mean 192.8 for the PL. Clifton PD is 192.8 on 155.9100 and 155.6250, so it could be related to the City of Clifton.

Yes, I am well aware of Unlicensed low power portable to portable operation is allowed on VHF and UHF. In fact it can be any frequency as longs as its low power. If its a temporary thing, then why bother. If however is a regular occurrence of activity, that's a different story. Also if I were "to soon" to add it to the DB. they just might change freq. That's why I put it out there.

Can you provide a link from the FCC site stating that unlicsensed low power portable to portable operation is allowed ? I've tried searching and haven't come up with anything yet?

As an example, Palisades Park, NJ Police will now be found on 153.2375 MHz under an apparent "spectrum lease" from a local commercial land mobile radio systems provider (Horizon Communications) WPOY-784.

With the FCC narrow-band mandate just days away be on the lookout for agencies moving to spectrum many Monitor Radio Listeners would never previously search. There's a significant increase in activity on VHF frequencies with many new systems here in the NYC Metro Area.

There are two footnotes about it. In some cases it is limited to non-voice transmissions.

Rubbish. That's a gross oversimplification of what the code actually allows for regarding unlicensed usage of Part 90 frequencies, not to mention it's flat out wrong regarding the power output levels you stated.

What § 90.20(f)(5) actually states, in part, is this:

§ 90.20 (f) (5) said:
A Police licensee may use, without special authorization from the Commission, any mobile service frequency between 40 and 952 MHz, listed in paragraph (c)(3) of this section, for communications in connection with physical surveillance, stakeouts, raids, and other such activities. Such use shall be on a secondary basis to operations of licensees regularly authorized on the assigned frequencies. The maximum output power that may be used for such communications is 2 watts. Transmitters, operating under this provision of the rules, shall be exempted from the station identification requirements of § 90.425. Use of frequencies not designated by a “PP” in the coordinator column of the frequency table in paragraph (c)(3) of this section, is conditional on the approval of the coordinator corresponding to each frequency.

It only allows for police agencies to use any frequency between 40 and 952 MHz; restricts such usage to a maximum of 2 watts; and only applies to very specific operations that are deemed "sensitive". All other Part 90 voice usage must be properly licensed. There is no blanket "Go ahead and use whatever frequency you want for whatever purpose you want as long as you use a portable!" exemption.


Unless you can verify information please don't add maybes to the database.

In case you didn't notice, Ken is a Database Administrator. He is perfectly aware of what qualifies for inclusion in the database without needing it explained to him.

Given the fact that he has monitored the frequency with his own ears; has verified that all of the locations he has heard are in Clifton; and the PL tone matches the PL in use on Clifton's other VHF law enforcement frequencies...all indications are that the frequency absolutely belongs in the database.

I am all to aware of this licensee and the many frequencies they have licensed. IMHO RF real estate or RF "Slum Lord" or a from on a old "gold" owning commercial. "The best hedge (to inflation) is to physically possess (the gold)" Replace inflation with "from someone else using the frequency" and gold with "frequency"
At on time some frequencies were for a Fire Canteen Service. A "REACT" type communications team and a local EMS service. All defunct now. What is still in use by this licensee is unknown and it has been awhile since I have monitored these frequencies, nor do I intend to unless someone points something specific out:roll:.

Oh good grief, here I am being raked over the coals for a simple mistake regarding RF power. Next it's specific usage without consideration to the fact that some police administrations may consider more than what was specified as sensitive operations. That would bring me around to encryption but that horse was mangled a long ti me ago.

Yes, I'm fully aware that Ken is a database administrator but what does that have to do with my request? There are many reasons not to list unlicensed operations especially when you don't know the purpose and it all comes down to avoiding confusion. All well and good it's Clifton law enforcement BUT here we have transmissions covering approximately a one mile radius so what purpose would it serve anyone outside the immediate area?

Never mind that question when it stands to reason the answer is it serves no purpose at all.

He clearly stated it sounded like parking and traffic enforcement, not just "general law enforcement". Who cares what the coverage area is? If it's a valid frequency, licensed or not, there is no reason to keep it out of the database. I can give you countless examples of frequencies in the database that cover a very small area, but are of interest to the locals.

Just because you're in Point Pleasant and will never hear this frequency doesn't mean it "serves no purpose at all". Don't make assumptions about what others like to listen to in their local area based on what you care about or think should or shouldn't be in the database. :roll:

OK Folks,

I got my software "ear" on this frequency. Using ProSan to track and record radio traffic and hits. With the busy holiday weekend upon us I want to make sure the frequency is at least "somewhat" active as previously indicated. Or is it a "One Time" deal only to be used for two, three days or perhaps a week before being its tossed like used piece of tissue/TP for another clean sheet ooops, I mean frequency:lol:.

Now, if it's a new "regular" item, it will go in the DB. If not, in the immortal words of the late Gilda Radner of Saturday Night Live fame as Rose Anna Danna....NEVER MIND:)! Thank You.

It's not likely to be a one shot deal since they're not likely to reprogram the radios willy nilly. You've discovered one of those short range talk around channels like we discussed in the PMs.

Oh, it was Gilda Radner alright but the character was Emily Litella. "I'm sorry. It won't happen again....beech!" Roseanne Rosanadana was a parody of Rose Ann Scamardella then anchor of WABC 7 Action News, "It's always something." (;->)
