I can tell you that a 2' CB antenna is not going to work great base or mobile, so I might rethink that. Are you having issues with the install, or what exactly do you need help with?

OK, good basic radio.

Exact model info would be helpful.
3 amps -should- run a stock radio just fine. If all you are going to do is run the stock radio out of the box, no other accessories, you should be fine. Do not have some hackjob "peak/tune" done, that'll increase power consumption probably beyond what the power supply will handle.

That's going to be a poorly performing setup due to the antenna.

An efficient CB antenna will be about 8 1/2 feet tall, or longer if you want better performance. Trying to cram that into a 2 foot tall antenna is going to result in disappointing performance. If your location and budget allows, you should really consider a better antenna.

Don't overlook the other parts you'll need, like coaxial cable to connect the radio to the antenna, roof mounting, grounding, etc.

Ah OK, that's sort of what I figured.

You just do the best you can within the limitations you've been given. A no ground plane antenna should work, see if you can make a longer one fit. 2 feet is pretty short for the CB band.

Go to a hardware store, get one of the ubiquitous buckets they all seem to sell for $5 or so.
Get a sack of concrete.
Get a piece of conduit or metal water pipe.
Mix the concrete in the bucket, stick the pipe/conduit in and support it so it's vertical.
Wait for it to cure.
Mount your antenna on the pipe/conduit.
Enjoy.

If the landlord complains, get a tall potted plant and hide it behind that.
or
Lay it down on the ground when you are not using it.
