Ok, I jump in and help one of my fellow neighbors to the South. Darned Kentuckians! (Just kidding...my father was born and raised in KY; therefore, I'm half Kentuckian.)
Page 33 of the Pro-96 manual explains how to set up for a Motorola trunking system. The mode you enter is not FM, it is the Motorola mode (whether Motorola analog or digital system, you set up the frequencies the same way)...press the [mode] buttom until "MO" appears at the top right of the display.
Then enter the control channel frequency (red text in the RR database) and backup control channel frequency (blue text in the RR database). You do not need to enter all frequencies when trunking a Motorola (analog or digital) system...only the control channel (and you should also enter the backup control channel frequency).
Regarding the Floyd County Public Safety System, that system an LTR trunking system. Your Pro-96 will not trunk LTR systems. You'll have to invest in another scanner like the Uniden BC-246T to be able to trunk LTR systems. The 246T will cost you about $220.00. See this link posted on the front page of the RR site:

Also, those are all of the frequencies for the Floyd County system. If you do purchase a scanner to trunk LTRs play close attention to small numbers located at the bottom-left of each frequency. These small numbers are the sub-banks in which you enter the frequencies. For example, 860.4875 is entered in sub-bank 02, 859.2375 is entered in sub-bank 06, etc. EDACS systems also work this way. Unlike Motorola trunking systems, all frequencies must be entered and entered in the proper sub-banks for LTR and EDACS trunking systems.
