The huge Ohio MARCS statewide system requires a minimum p25 phase 1 radio.
You can get one for under $300.
I would recommend a Phase 2 radio, because this system is phase 2 capable, even though it is not currently enabled. When they do enable it, you will need a Phase 2 radio, in the $350-550 range right now. It is suggested that it might be a few years before this system would go phase 2, so you could get a cheaper radio now, like a 396xt, 996xt, home patrol 1 from Uniden or a Whistler 1040 or similar radio, but when MARCS goes phase 2, these radios will not receive it.
Uniden has several phase 2 radios: 325p2, 986p2, 436, 536, and the Homepatrol 2.
Whistler has the 1080, 1088, 1095, 1098, and newest TRX1 and TRX2.
Other than a few other radios no longer manufactured, like the GRE PSR800, those are the phase 2 capable scanners out there.
