Need Help Nooelec SMART/SDR#/Windows 10

Can't make it work.

After a Windows 10 rebuild I can't get my NooElec SMART SDR running. I had it running before on Win 10 but can't make it work now.

This is what I've done.
- went to the nooelec website and used the version of zadig driver installer that they recommend.
- successfully installed driver Bulk-In Interface (Interface 0).
- fresh install of SDR#
- dongle is plugged in to USB and I get a chime from the computer
- SDR# does not show any device in the pulldown

So what am I doing wrong here?
Why is this so hard????

Did you right click on Zadig and run it as administrator?
