Make sure you have the proper drivers installed for the usb to serial cable and see what port it's using. Adjust Freescan accordingly.

You need A USB to Serial Adapter
if your PC does not have a com port

Just click on the blue highlighted area to show you !
Plug your Uniden cable in to this adaptor.

The USB-1 is the OEM adapter/programming cable.

@ the OP: Make sure you have the correct COM PORT selected in FreeScan.

This cable is not the programming cable that comes with the 396 this is an updated purchased cable !

If you have the original cable it is Comm port to the special port on the 396 as with the 15 and 996 to switch to A USB port you need an adaptor.

Unless you spend the $30 + for the updated cable.

If your PC has a serial (COM) port, then you can use the serial cable that came with the 396XT (if you received that with the scanner).

If your PC does not have a serial port (most laptops & many newer desktops do not), then you may need the USB-1 cable, with the proper drivers installed.

If you have the original type COM cable, but no COM port on your PC, you may be able to use a USB to Serial adapter.

See this page:
Connecting scanners via USB - The RadioReference Wiki

Once you have a working cable connected to your PC, then use the Auto function in FreeSCAN to locate the available COM port. (Links [rovided above for the cabl;es are from ScannerMaster, but the same items are available from a number of online sellers.)

That is correct. No adapter/cable (combo) comes with the scanner. The USB-1 is the OEM USB adapter/programming cable.

The USB-1 does not come with the scanner, but is the USB programming cable solution made by Uniden. (as opposed to the original provided cable used with an aftermarket adapter)
