Pro-651: Need Help With Bizarre Issue Please

My next door neighbor purchase a new in box Pro-651 from eBay with my help. The Serial Number is in the 3900 range. The CPU firmware on this unit is 2.6. We had previously purchased 2 other new, Pro-651's with the Ver 2.8 CPU firmware. Those have Serial Numbers in the 13,000 range.

Now for the problem: The firmware Ver. 2.6 model will not recognize the type 2 or 3 trunking, whereas the other scanners will recognize it.

Is there a way to update the firmware to 2.8 or another workaround for him?

Type 2 or 3? If you're referring to P25 Phase 2 TDMA then the 651 isn't going to work on that.

I don't think he was talking about PHASE-II but instead Motorola Type I, Type II and Type IIi trunking MODES. I have a 651 and that is how it is listed in the manual.

"The PRO651 also supports several flavors of standard Motorola and EDACS trunking as well as LTR. Motorola modes (in addition to multi-site SmartZone and P25 systems described above) include older Type I, Type II and Type IIi modes (both with analog or digital modulation). Both the Wide and Narrow modes of EDACS systems are supported. No scanner can decode EDACS Provoice or Aegis used in selected areas such as San Antonio and some others."


Although the last sentence is incorrect now, since Uniden's can now do ProVoice with the $50 key.

Interesting, he says he is getting type 2 on the P25 system on the 651 with the 2.8 firmware and when he plus the same trunked group into the 651 with the 2.6 firmware it will stop on a broadcast but there will be no audio.

I don't know how to do the firmware update (if one exists) but hopefully someone on here can help.

It may be just the setting you have in the scanner that is different (besides the firmware difference, but firmware may not be the issue).

I mean where it says Type-II in the settings. Worth a check just in case.

Did you set the trunking tables and set the system type to Motorola VHF/UHF?

The tables were set for the trunking channels and yes the system type was correctly set.

No apology necessary! You have to establish the basics and rule out the obvious - understood and thank you.

The worrisome part of all of this is that we are dealing with two different firmware versions and Whistler is either unable or unwilling to offer the ver 2.8 CPU firmware.

Both scanners are set up the same way Ver 2.8 and Ver 2.6 so it must be correctly set up if the trunking works on the one scanner but not the other. Other than the vastly different serial numbers and the CPU firmware versions they are the same radios.

I wonder if there is some way to clone the firmware?

We obviously can't get the firmware from Radio Shack or Whistler. Who else might have it?

You're absolutely right, it may not be the firmware. We jumped to that conclusion because it's the only obvious difference between the two radios.

Interesting. My 651 is in the 3600 range and also displays version 2.6. But it works just fine with the statewide Motorola Type II Smartzone Omnilink system here, so I'd guess that you can rule out the 2.6 firmware as an issue. Sorry I can't offer anything more than that.

Thank you! This is valuable information even if it is confusing. This is consistent with what Rich at Scanner Master said regarding this issue. He was almost positive that it was not a firmware related issue but far more likely a settings related issue.

The issue with this is that my neighbor says that he is 100% certain that he is using the same settings on both radios, the 2.8 and the 2.6 firmware. Hopefully, my neighbor will get an account set up here on RR and jump in to share his settings with you guys.

I.m the owner of the Pro651 with 2.6 Firmware. If the field settings other the radio default are to be reset, I need the numbers.
With two 651's, with one at 2.8 FW and #2 with 2.6 FW, I have trunking problems capturing P25 Type1
and M36 Trunks.

Just to confirm, you are programming Interagency Communications Interoperability System (ICIS)?

Is it being programmed manually, using software, or cloning?

What behavior are you getting when you say that it is not working? Is it recognizing the system (it will show a T on the upper left corner)? Is it "bouncing" between the control channel and talkgroup (flashing like it is trying to receive)?

Is the table set up for the particular site that has been programmed? It looks like each site has a different table and it could be very easy to get something wrong when programming the tables.

Read last reply--My 651 with 2.8 frmw.Trunks ICIS P25 without problem, excluding reception issues.
The radio with 2.6 frmw. can't seem to catch or recognize P25 trunking. With a CC frequency inputted
into the Tune mode, it sees it only as a DG Chl. and not P25 CC and doesn't give TGRP ID.
All known settings are correct and match the 651 with 2.8 frmw. In trunk scan mode, it does not show
the 'T'---only S and sig. bars.
The 2.6 Frmw. Sig. calib. Default #'s are different from the 2.8 Frmw., unknown what other settings
are different as well.
