Use the Radioreference Database. You'll see that in order to receive everything, you will need a digital scanner. You mentioned iScan, but that's too vague to determine what scanner you have. If you have a digital one, then you're set. Might also want to read up on trunked systems. Frequencies are used for control channels and voice channels. You don't program trunked systems the same as conventional.
