Use the Radioreference Database. You'll see that in order to receive everything, you will need a digital scanner. You mentioned iScan, but that's too vague to determine what scanner you have. If you have a digital one, then you're set. Doesn't it have software that you can import the RRDB?

The 107 is not a digital scanner, if memory serves. You would need one of the models listed in this category (just click on the blue text - it's a link)

Might also want to read up on trunked systems. Frequencies are used for control channels and voice channels. You don't program trunked systems the same as conventional. You monitor (for the most part) talkgroups.
