Need help with trunking on a Pro-91

Hi all,
My local PD and FD just switched to the ARMER system. I tried following the frequencies listed, and downloaded the pro-91 instuctions but I can't figure it out. I never had need to use the truncked feature of the radio. Any step by help would be helpful. I've found this info:

854.21250c 854.61250 856.51250 857.01250 858.01250

Its listed as 4-902, I have idea what that means.

Your from what I can see, your scanner will not work to scan the ARMER system While the PRO-91 will scan a trunked system, it will not scan a digital trunked system such as ARMER.

What do you recommend?

Not looking to state of the art. Just something that can get the job done.
