I was able to import my conventional local frequencies but, when I think I have imported the very few LTR frequencies in my area they don't show up like the conv. so, after I do the write to the scanner which I use bank 1 for the trunking frequencies everything is still all zeros and it says all channels are locked out on that bank? any ideas what I may be doing wrong or maybe a link with step by step instructions? Thanks!

It seems that in earlier posts you have made that programming LTR has been a problem. The 163 programs LTR the same as the 97. They have to be in LCN order. The bank has to be set to LTR. LTR has to be programmed in separate banks, hence the LCN. If all are programmed into one bank, it won't work.
What probably is happening is that you are not putting check marks in the systems that you are importing It is a common mistake. I for one learned that :) If you are importing, it will go automatically into the bank that you want it programmed, in the correct order of LCN.

First whenever you upload using Win97 it's going to erase everything that has been stored previously so all the programming has to be uploaded at once.
It says all channels locked out because the programming was erased and whatever you were trying to upload didn't get uploaded correctly
If you can import what you want into Win97 then zip the p97 file and upload it to the forum so we can look at it.
There is no step by step for Win97 but since the process is basically the same take a look at the Win96 Wiki article http://wiki.radioreference.com/index.php/Win96

There are frequencies in it but it's wrong it's set as an LRT system but everything there looks conventional.
Only Bank 0 has frequencies in it.
As Larry asked exactly what system are you trying to get. I can make up a p97 file for you so you can see how it should look.

OK I made up a p97 file for you, check it out.
I think I know what the problem is with the LTR import, by default in Win97 the CC only box is checked, if that is then no frequencies get imported. You have to make sure to uncheck that box when importing LTR and EDACS systems

How do I program bank 1 without it deleating bank 0? Thanks!

You program both banks into Win97, then upload to the scanner.

If you already have data in the scanner that is not in Win97 (and not saved as a .P97 file), then download from the scanner first, make your changes, and upload the changed data to the scanner.
