I have digital trunking scanner and I am not getting both sides of the conversation I have been to radio shack several times but it still wont work right I am sure all the frequencies are in could someome PLEASE help me

I have a pro-96 digital trunking by location are you talking about knox county? vincennes I can pick up some of central dispatch and most of state point to point but I dont know how to find new frequencies or load them. Also can you tell me if any thing besides changing from analog to digital is different. Thank you for your help
