ARCXT: need help

i have a uniden bcd996p2 scanner. software butel arc-xt pro . win 8.1 .
im trying to Programming my bcd996p2 scanner . i can download to the scanner . but the scanner dosent talk it keep scaning . i open the virtual im scanning franklin country pa i can see virtual freq 46.16000

i do know 46.1600 is a working freq. it for Fire Dispatch . what am i doing wrong ? .

I'd confirm that systems/groups/channels are not locked out. Also if you use Quick Keys they are not locked out.

Probably outght to check volume and squelch settings too.

If you still don't get anything, do a weather scan just to confirm the scanner is working.
