Yeah, ditto on Lou's post. Check out the database, and you may find out thet your local Police, and such have only "changed" frequencies, which would require programming the new ones..
You MIGHT not need a new scanner at all, just new programming, which by using the database is FREE.
In the case you need a new scanner, stop by your local RadioShack and check out what they have. I'll warn you, the pickin's will be few, and in order to purchase the correct scanner, you'll need to know what type of systems are in use in and around your area. If you're in a mostly conventional area, you could get by with the scanner you have now, or a RadioShack Pro-82, which is a bare bones 200 channel scanner.
If you're in a trunked environment, I would reccomend the RadioShack Pro-528, or the Pro-97. If you've not read about the re-banding crap that's going on, you might want to, IF you're in a trunked area. Being, the Pro-97 is not re-banding compliant for the Motorola Type II system I think. If you live in an EDACS or Motorola Type I environment, you should be ok with the Pro-97. If you see that youe are will be affected by rebanding, go ahead and grab the Pro-528. It runs around $150.00, and is a very good, solid scanner. When they came out, I said I'd never own one, but now I have one, and I love it.
Worst case scenario, you're in a digital area. If you are, expect to dump out some bucks for a scanner. The RadioShack Pro-96 handheld is a digital scanner that will also recieve your trunked systems. It's RadioShacks top of the line handheld. It retails right now for $399.99. If you've got the money, and want something you won't have to worry about, I'd grab the Pro-96, or the Uniden 396T. The 396T is also a digital capable scanner, but is smaller than the Pro-96, and lights up a awesome blue color.
Again, it just really depends on where you live, and what type of system you have, and what you want to hear.
