need some help with a antenna ??!!

hi this may not be the right place but , i got a new antenna the other day its a wide band antenna for my scanner its a spider antenna just wondering if it would be possible to transmit on this antenna on 2m or 70cm ? or if anyone knew the swr of this antenna? . it says in the leaflet i got with it that it is not suitable for transmiting but maybe thats just a precaution ? maybe lower watage would be fine ? im totally knew to all this so any help would be great here is a pic of the antenna
